Partial Amendment of Specifications And Standards for Foods, Food additives, etc.
The Ministry of Health, Labour and Welfare (MHLW) announced on 18 October 2023 (under MHLW Notification No. 290 of 2023) a partial amendment of Specifications and Standards for Foods, Food additives etc. (Act No. 370 of 1959) to revise the maximum residue limits (MRL) of Amisulbrom, Ametoctradin, Amprolium, Glufosinate, Dicloxacillin, Simeconazole, Cefuroxime, Flupyradifurone, Flumioxazin, Metaldehyde and Mefentrifluconazole based on Article 13, Paragraph 1 of the Food Sanitation Act (Act No. 233 of 1947).
Additionally, they have also amended the specifications for mineral water (under MHLW Notification No. 291 of 2023) to revise the maximum detection limit for lead.
Main revisions:
1) Maximum Residue Limits (MRL)
Partial amendments have been made for the MRL of Amisulbrom, Ametoctradin, Amprolium, Glufosinate, Dicloxacillin, Simeconazole, Cefuroxime, Flupyradifurone, Flumioxazin, Metaldehyde and Mefentrifluconazole.
Applicable Date:
This amendment shall apply from the day of notice. However, for the below food listed for each agricultural chemical etc., existing standards can still be used within one year from the announcement of this notification.
2) Amendment of the specification of mineral water.
The following table shows the revised detection limit for lead in "mineral waters (referring to non-alcoholic beverages made from only water as an ingredient) that are not sterilized nor disinfected" as stipulated in the non-alcoholic beverage compositional standards as follows:

Applicable Date:
This amendment shall apply from the day of notice. However, existing standards can still be applied for the processing, cooking, storage and sale of non-alcoholic beverages that were manufactured or imported six months before the publication date of this notification.
